Hawke's Bay Regional Council Harbourmaster says that surfers must not surf at the Channel to the Inner Harbour at Napier. Over the weekend the temptation of the large swells meant a number of surfers got in the way of boats trying to come in and go out of the Inner Harbour. Coastguard and Surf Lifesaving acted together to move the surfies on but they appeared reluctant until potential fines were reinforced. “The surfers were breaking a bylaw by obstructing navigation and can be liable for a fine of up to $200,” said Harbourmaster Captain Charlie Rycroft. “There is a designated surfing area at Westshore reef for surfers to use to enjoy their sport. They must stay clear of the Channel at all times.” This is also occasionally a problem at the boat access point at Waimarama. Regional navigation safety bylaws apply there also and surfers need to keep clear of designated access areas.
