There are a number of ways to pay at Hawke’s Bay Regional Council:
Before making payments online please ensure you see our Online Service Payment Terms and our Refund Policy.
Hawke’s Bay Regional Council accepts credit card payments made via the internet to credit leasehold rent, rates, resource consent applications and other debts that have been invoiced by Council.
As well as your credit card details and a contact phone number, the following reference number MUST be displayed against each amount paid:
- Leasehold Rent Payments – use the Account Number as the reference number, i.e. X 1 2 3 4
- Rates Payments – the reference number is the Valuation Roll Number, i.e. 010010/00100
Note, where a ratepayer has more than one property, a separate payment must be made for each property with the relevant Valuation Roll Number
- All other Payments and Consent Applications - use the Account Number as the reference number, i.e. N 1 2 3 4
BNZ Information
- Bank provider – this service is provided by the Bank of New Zealand, in agreement with Hawke’s Bay Regional Council. You do not have to be a BNZ customer to use this service. Visa or Mastercard only are accepted.
- Online convenience fee – BNZ charges a convenience fee of 2.49% per transaction for this service (with a minimum fee of $1.00 per transaction). Hawke’s Bay Regional Council does not receive any part of this fee.
- Payment Details – please have your rates notice in front of you to ensure you accurately enter your rates property number and property address. Please note that a separate transaction is required for each property.
- Processing time – be sure to allow time before your installment due date for processing of your payment. Payments made after 6.00pm New Zealand time will appear on your Hawke’s Bay Regional Council rate account the following business day.
- After the transaction, you will be given a reference number. A receipt will not be provided, however you can print the screen or note down the details for future reference.

Rates Penalty Dates
Please pay early to avoid 10% penalty rates. You should take care that your payment does not arrive after the final payment date of 31 January, or is misaddressed as this is not the responsibility of Hawke’s Bay Regional Council.
Consents Deposit Payments
To pay a fixed fee deposit for lodging a consent application, please contact the Consents Advisor on (06) 835 9210 to gain a reference number before making the payment.
Payment Plans
Please do not wait until the penalty due date before raising any questions with us about your rates notice or invoices. We are happy to help you solve any payment difficulties and discuss payment options.

Arrange with us to pay installments on a fortnightly or monthly basis. It is your responsibility to ensure your rates are cleared by 31 January each year. Contact our Rates staff for more information.

- Leasehold Rent Payments - 02-0700-0010824-00. Use the Account Number as the reference number, i.e. X 1 2 3 4
- Rates Payments – 02-0700-0010824-04. Use the Valuation Roll Number, i.e. 010010/00100

You can pay by cheque by returning it with the detached slip in the prepaid envelope. (The whole of the assessment must be returned if you require a receipt),
OR, you can pay your Rates at Bank of New Zealand branches throughout the region for both cash and cheque payments but you must take your rates assessment into the branch,
OR, you can pay at our Napier office at 159 Dalton Street between 8.00am and 5.00pm Monday to Friday.
Note: If you delay payment at our office until the last day for payment you may experience queues and delays in our normal service – we advise you to plan to pay early.
