The purpose of the RCEP is to assist Hawke's Bay Regional Council to promote the sustainable management of the natural and physical resources of the Hawke's Bay coastal environment. The RCEP sets out the issues relating to protection and enhancement of the coast, water quality, controls on activities and structures and coastal hazards.

The RCEP as amended by Council's decisions, consists of two volumes which should be read collectively. Volume 1 forms the text and Volume 2 are maps.
The Proposed Regional Coastal Environment Plan was publicly notified in August 2006 and has been through the submission and hearing process. On 19 July 2008, the Council issued its decisions on submissions.

The decisions take immediate effect to amend the RCEP.
Modifications to a proposed plan are called 'Variations.' After a plan is approved and becomes operative, modifications are called 'plan changes.' The following Variations have been notified to date:
