Proposal overview:
Change 4 proposes to introduce new provisions relating to the built environment and infrastructure into the Regional Policy Statement parts of the Hawke's Bay Regional Resource Management Plan. The Change has been prepared under the Resource Management Act 1991.
Change 4 assists in the implementation the Heretaunga Plains Urban Development Strategy (HPUDS). HPUDS was jointly developed by the Regional Council, Hastings District Council and Napier City Council, and then adopted by all three councils in August 2010.
Change 4 proposes a number of new policies intended to provide guidance and direction to Hawke's Bay’s local authorities when making decisions on urban activities, infrastructure and associated effects. Change 4 proposes particular policy direction and guidance to urban development in the Heretaunga Plains sub-region. Those specific policies are intended embed HPUDS’s settlement pattern and principles into the Regional Policy Statement, which local authorities then have to implement via regional and district plans.

Next steps
A formal public participation process on Change 4 is underway. This process is specified in the Resource Management Act. The period for lodging submissions has closed.
Arrangements will be made for a hearing of all submissions received. Following the hearing, the Regional Council will issue its decisions on Change 4 (including reasons for accepting or rejecting submissions). Submitters have the right to appeal those decisions to the Environment Court.
