Hawke’s Bay Regional Council is involved with land transport in several ways. This involvement can be divided into three broad areas:

Promotion
Provision of bus timetable information
Encourage greater use of transport options such as buses, cycling and walking
Administration
- Funding of passenger transport services
- Organisation of Total Mobility Scheme
- Registration of Passenger Services
Other Organisations
The Regional Council is not the only organisation involved in the provision and administration of transport in Hawke’s Bay. Other organisations and their functions include:
Land Transport New Zealand
Land Transport New Zealand’s responsibilities with regard to passenger transport include:
- Preparing and funding the National Land Transport Programme (regional councils passenger transport requirements);
- Administer vehicle licensing and passenger transport processes.
Transit New Zealand
Transit New Zealand is responsible for the safe and efficient control and management of the State Highway network, and the preparation of annual state highway programmes.
New Zealand Police
The Police are responsible for traffic safety.
Territorial authorities
Territorial authorities (Napier City, Wairoa, Hastings and Central Hawke’s Bay District Council’s) are responsible for the planning, management and provision of transport infrastructure within their jurisdictional area. This includes traffic management, roading, bus shelters and stops.
Operators
Operators are responsible for the safe and efficient provision of services, providing non-subsidised (commercial) services, and tendering for the provision of subsidised (non-commercial) services.
