Strategic Development

Council's Strategic Development Group also includes economic development for the region and provides direction on goals, emerging areas of focus and future planning.

What determines Council's strategic goals?

Hawke's Bay Regional Council identified some of the key issues facing the region back in 2008.  These began as 14 draft goals in a booklet titled Embracing Futures Thinking and became the basis for council's Ten Year Plan 2009-2019.

Some of the goals focus on natural resource issues such as water, land use change and climate change; others on how the regional council needs to operate and adapt to change.

The 14 draft goals were:

  • Sustainability
  • Water Futures
  • Land Use Change
  • Climate Change
  • Renewable Energy
  • Future Regional Infrastructure
  • Open Space
  • Economic Development
  • Regional Futures Scenarios
  • Regional Leadership
  • Partnerships with Maori
  • Investment
  • Operational Activities
  • Organisational Competency

Six goals were the focus of the Councils Ten Year Plan preparation.  These are Water Futures, Land Use Change, Climate Change, Future Regional Infrastructure, Regional Leadership and Investment.  Partnerships with Maori are also a key focus.

Embracing Futures Thinking

The Regional Council maintains a register of current key and emerging issues.  Embracing Futures Thinking was the basis for this programme and includes a regular breakfast speaker series of events encouraging fresh thinking, open discussion and exchange of ideas.
