The responsibility of the Water Initiatives group, established late in 2009, is to develop a Water Strategy for the “dry and drying” Hawke’s Bay region.
The group acts with water users to develop Water User Groups that are community led, needs based and region specific, each driven by their respective local committees.
Water Information Services, part of the Water Initiatives group, will aid consent holders to implement the government regluations to fit water meters to water takes. Water meters will be linked to Council’s electronic systems to receive and process data from every water-take point.
Council is also investigating, on behalf of the community, the potential for off-river water storage in both the Ruataniwha Water Storage and Ngaruroro Water Storage areas.

The Ruataniwha and Ngaruroro groups are based on the river catchments in which the water users reside. Meetings are held regularly based on specific local needs with meeting agendas driven by each local committee. Outcomes will include efficient water use and participation in a community-led approach to water management. It is hoped the groups will greatly improve the ongoing information flow between the Regional Council and water users.
New regulations requiring water measuring devices to be fitted all consented takes greater than 5 litres per second were announced by the Minister for the Environment 30th April 2010
The Regional Council encourages electronic data transfer or telemetry to deliver water metering data to council. This will make it easier for consent holders to return water information, aid in reducing compliance and consenting costs, enable the sharing of useful catchment information as well as opening the possibilities to water sharing.
