Five key solutions have been identified to improve flood flows, reduce blockages and increase flood protection:
- Upgrading of selected stopbanks
- Localised widening of the stream channel
- Removal of old flood gates
- Relocation of the Hastings Council sewer pipes
- Realignment of the Mangateretere SH2 Bridge

Works 1-3 have been included in future Regional Council works programmes and are anticipated to be undertaken over the next 10 to 20 years. Item 4 will be undertaken by Hastings District Council and Item 5 requires involvement from Transit.

The key goals of the amenity and aesthetic enhancement works are:
- Improved stream access and amenity
- More, better highlighted stream access points for pedestrians
and maintenance vehicles
- Better public facilities and more recreation opportunities including
a walking track network.
- Improved linkages with existing and future residential properties
and other public spaces
- Promoting views to the river and complementary planting on new
subdivision boundaries.
- Encourage existing residences to improve
linkages with the stream
- Increased community interaction with the stream system
- Increased community ownership and pride of the Karamu Stream
as a community asset

The key goals of the ecological enhancement works are:
- Reduced pollution and rubbish dumping
- Improved riparian cover and shading of the stream
- Improved quality of discharges to the stream
- Increased diversity of terrestrial, semi-aquatic and aquatic habitats
- Improved diversity and abundance of native plants and animals

When and where will the enhancement work occur?
Over the next 20 + years the amenity and ecological enhancement works will extend from Pakipaki down to the Clive Estuary.
The enhancement works have been split into five zones of the Karamu Stream (refer map below).
The first of the zones to undergo enhancement will be the Havelock North Zone as this is the main urban interface with the Karamu Stream and no significant flood protection works are planned for the area.
The Phases underway so far include:
Phase 1 - Herehere Stream to Gilpin Drain - enhancement works started here in 2007 with an 850m section including both banks of the Karamu Stream.
Phase 2 - Downstream from Crosses Road Bridge - enhancement works started here in 2008 with a 1km section of the right bank of the Karamu Stream.
