About the opportunity| Ko te āheinga:

Our Urban and Industrial Compliance team focusses on compliance in industrial discharges of wastewater, emissions to air, domestic and municipal effluent, and discharges from urban stormwater networks. The team also takes responsibility for maintaining the contaminated land database and responding to enquiries for information from members of the community.

Based in Napier, you will be part of a growing team of professional and passionate people.  We are currently looking for a range of experience from an Officer level to a Senior Officer and are open to expressions of interest at all levels. As an Environmental Compliance Officer, you will take responsibility for the monitoring of environmental resource consents that have been issued by the Regional Council. This will include following up with consent holders and reporting on outcomes. Occasionally the role will require you to carry through with the investigation of an offence and prepare documentation to support the necessary enforcement action to be taken.

The Senior Environmental Compliance Officer will bring their experience and take the lead on monitoring and managing large municipal, urban, and industrial resource consents within the Hawke’s Bay Region. An in depth understanding of the Resource Management Act, National Environmental Standards and regional rules will support you to effectively monitor and enforce compliance with resource consents. You will take a leading role in engaging with internal and external stakeholders to promote responsible resource use and regulatory compliance. This may include public and community events and submitting relevant reports to Council.

Both roles are also required to be rostered on as part of the Councils after hours pollution response service.

We need creative problem solvers who thrive on change while being skilled at multi-tasking and ensuring attention to detail is maintained. Alongside this, you will be an excellent communicator who is able to tailor messages to suit different audiences and manage difficult situations. An understanding of the legislative framework that supports Councils regulatory function and an ability to keep up to date with changes is essential.

Ideally you will also have:

Environmental Compliance Officer

• Bachelor’s degree or equivalent tertiary qualification in environmental science or a related field

• Some experience in policy development and/or local government experience would be an advantage
• Graduates are welcome to apply!

Senior Environmental Compliance Officer  

• Bachelor’s degree or equivalent tertiary qualification in environmental science or a related field
• Minimum of 3+ years of experience in a similar role/relevant industry
• Experience and knowledge in the management or monitoring of one of the following areas: municipal wastewater, urban stormwater or solid waste

Knowledge & Skills

• A solid understanding of the Resource Management Act, particularly in relation to plan and policy statement preparation processes.
• A clear understanding of cultural issues in resource management and knowledge of Tikanga Maori.
• Demonstrated ability to prepare clear concise reports.
• Excellent time management, organisation and prioritisation skills.
• Proficiency using the Microsoft Office suite, including MS Teams and SharePoint
• An ability to work autonomously and as part of a wider team

The salary range for the Environmental Compliance Officer is between $74,340 and $82,600 depending on qualifications and experience.  The Senior Environmental Compliance Officer salary range is between $87,480 and $97,200 dependent on the qualifications and experience of the successful candidate.
