Hawke's Bay Regional Council (HBRC) is the regional authority for the Hawke's Bay region in New Zealand with key roles in environmental management and education, flood control, drainage, pollution, waste, land, water and coastal management. About the Opportunity:

The Regional Projects Team is responsible for delivery of HBRC’s major capital, high risk and complex projects. Each project follows the Project Management Office’s principals with implementation of Project Management Framework for delivery of all minor and major projects.

This is a fixed term role until April 2021 the purpose of this fixed term contract is to provide support until the completion of the project. The role of Project Engineer Infrastructure to is provide the day to day management of infrastructure projects. In addition, you will contribute to the strategic direction on how the Asset Management Group delivers its capital program.  As a key member of the Regional Projects Team you will:

  • Build and maintain effective working relationships with a range of internal and external stakeholders
  • Manage infrastructure projects through the full lifecycle from activation to closeout managing designers and constructors to handover agreed assets to the asset manager and operator
  • Provide a centre of expertise for project estimating
  • Develop and manage construction contracts (NZS3910) with both in – house construction resources and the external contracting industry
  • Tender document preparation and assessments
  • Management, surveillance and quality assurance of construction projects
  • Ensure delivery of capital portfolio is delivery to scope, lost & time metrics

About you:

The Project Engineer Infrastructure [Fixed Term] will ideally possess and demonstrate the following competencies:

  • Bachelors or Master of Civil Engineering
  • At least 5 years’ experience delivering infrastructure projects for local government, utilities or consulting engineer
  • Practical knowledge of river engineering.
  • Previous experience with Environmental Engineering is desirable
  • Relevant experience of project management frameworks, systems and practices
  • Strong health and safety focus
  • Practical understanding of contract documentation (NZS3910)
  • MS Office and project management tools
  • High level of initiative and ability to lead
  • Excellent interpersonal skills, pro-active and self-motivated

The salary range for this role is $88,830 - $96,726 depending on qualifications and experience.
