The Hawke’s Bay Civil Defence Emergency Management (CDEM) Group is a shared service arrangement between the five Hawke’s Bay councils. The Group office is responsible for ensuring councils and emergency service partners can effectively coordinate the response to civil defence emergencies. We also work closely with a wide range of agencies to improve our communities’ resilience to emergencies.

About the opportunity:

We are seeking a positive-minded Senior Emergency Manager Advisor (Group Welfare) to join our tight-knit team of emergency management staff. The key focus of the team is working across councils and other partner organisations to increase our region’s collective ability to respond to emergencies. Our staff operate at a level that requires the monitoring of hazard events as they evolve and responding as a team at short notice.

Based in Hastings, this senior role is part of the leadership team reporting directly to the Group Manager and holds the response role of Group Welfare Manager. The primary focus of the Senior Emergency Management Advisor is to assist in leading and coordinating the development of welfare strategies and programmes across the group. An important part of this role is to lead the coordination of central government and NGO welfare response during the overall readiness, response and recovery phases of emergency management.

The salary range for suitable candidates that meet the requirements for this role is $81,540 – $92,412 depending on qualifications and experience.

About you:

To be successful in this role you will have:

  • Recognised degree level tertiary qualification (level 7 or above) and/or significant experience in the social service sectors.
  • An understanding and empathy towards community development structures and processes.
  • Demonstrated facilitation, coordination, collaboration, and engagement skills.
  • Critical thinking and advanced knowledge of strategic planning, policy development and management of work plans to meet identified outcomes.
  • Experience leading and managing teams/ building effective working relationships.
  • Experience in operations management, civil defence emergency management or related field would be of advantage.
  • A clean full driver’s licence. 
  • Have the legal right to work in New Zealand.
