Our Sustainable Homes programme offers homeowners throughout Hawke's Bay an opportunity to improve the health of their homes – by installing clean heating, insulation, solar power systems, double glazing, water storage and septic tanks.

About Sustainable Homes

Eligible ratepayers can borrow up to $20,000 at 6% from the regional council and repay this over 10 years by way of a voluntary targeted rate (VTR).  

This scheme pays for itself as Council is borrowing up to $13 million to help these homes be more sustainable, so it will only be a cost to the ratepayers it benefits.

This programme complements the current Heatsmart programme that subsidises funding for the replacement of domestic wood burners.

Planned programme outcomes

  • Increased number of warmer drier homes leading to improved health and reduced health burden
  • Increased energy efficiency and reduced dependence on networked supply (energy and water)
  • Current 85% renewable energy increased to 100% in line with carbon neutrality by 2040
  • Improved water quality resulting from the reduction of leachate from septic tanks that need replacing
  • Continued improvement of air quality to meet WHO standards as stated in the HBRC Strategic Plan
  • Improved civil defence domestic resilience (water storage and solar power).

Voluntary Targeted Rate

To access the funding, homeowners / ratepayers need a good HBRC rate payment history, and no existing voluntary targeted rate (VTR). VTRs can however be combined to include the balance of a previous VTR into a single VTR (one per property) working as a sustainable homes combination up to $20,000. 

HBRC approval may be withheld if there is evidence that adding the repayments will cause hardship, as per the guidance of the Consumer, Credit and Finance Act Amendment for responsible lending.
