About the Opportunity:

The Hawke’s Bay Civil Defence Emergecny Management (CDEM) Joint Committee (‘the Committee’) is seeking expressions of interest from suitably experienced and qualified people, to be an Independent Appointment to the Committee for a period of up to two years.

The purpose of the Appointment is to bring an independent governance viewpoint to the Committee, who has a strong understanding of the spectrum of emergency management issues, to help govern the overall enhancement of the Hawke’s Bay CDEM Group’s performance and emergency management capability.

As an independent member of the Committee, you will bring an impartial perspective, experience and knowledge to challenge and add value to the governance of the Committee.  You will contribute to the effective work of the Committee, debate constructively and provide advice and support decision making overall.  

The Committee expects that the appointment will have proven and demonstrated experience within the emergency management system in New Zealand; and knowledge of the Te Matau a Maui Te Tiriti landscape.  Ideally, you will also have:

  • Strategic understanding of the emergency management system in New Zealand.
  • The ability to demonstrate critical thinking with regards to governance issues.
  • Ability to analyse and provide governance insight on driving change, accountability and performance.
  • Sound judgement and a high standard of professional and personal integrity.

All applicants must have existing rights to work in New Zealand, and any possible conflicts of interest must be declared during the application process.

Expressions of interest will be followed by interviews, led by a panel comprised of Joint Committee members, before making a recommendation to the full Committee for the appointment of the Independent member.

Applications close on 31 May 2024 and should be submitted via SEEK.

Appointment Context

  • The Civil Defence Emergency Management Act 2002 sets out the membership, roles and responsibilities of the Group and the Joint Committee. In accordance with the Act, this role will be Advisory only in nature, and will not hold voting powers.
  • The Joint Committee formally meet four times a year however also meets to discuss work programmes and events.  During emergency events, the Group Controller briefs the Committee and Mana whenua partners the frequency of which is dictated by the severity and impact of the event.
  • Joint Committee meetings are held in Napier in person and are live streamed through Facebook. Agendas are publicly available on the Council website and are subject to LGOIMA.
  • Travel and reasonable other expenses of the role will be reimbursed. Meeting fees will be confirmed between the parties.
