About the Opportunity:

The HBRC Compliance team actively promotes, monitors and investigates compliance with the RMA and associated regulations and takes appropriate action when required. The team has the capability to lead and supervise enforcement investigations and prepare and present expert evidence in the Environment Court. A key function of this team is on providing guidance, education and advice on compliance matters to our stakeholders, including the community, tangata whenua, resource consent holders, around the sustainable use of natural resources and regulatory compliance.

This fulltime, permanent role sits within our Rural Compliance team and offers a diverse and interesting portfolio of work. The rural team primarily focuses on water takes, discharges of wastewater, civil works, forestry and production land use within our region. Alongside this, the team is involved in implementing the National Environmental Standards for Freshwater (NES-F) 2020.

As an Environmental Compliance Officer, you will take responsibility for the monitoring of resource consents that have been issued by Council, mainly focusing on structure and civil works resource consents but may extend other consents the rural team oversee including water takes, farm dairy effluent discharges, forestry and winery discharges. The role will see you following up with consent holders and reporting on outcomes. Occasionally you may need to carry through with the investigation of an offence and prepare documentation to support the necessary enforcement action to be taken, with the support of the wider team. Alongside this, there is a requirement for you to be part of our after-hours on call response roster.

About you:

The ideal person will have a strong commitment to their team alongside fantastic written and verbal communication skills. You will endeavour to ensure positive interactions, cooperation and collaboration is achieved as part of your everyday work with both internal and external stakeholders. You will have an understanding of the environmental issues affecting the Hawke’s Bay region and a proven ability to effectively deal with conflict. Relevant experience in resource management, wastewater, farming systems, forestry, irrigation or a related field would be advantageous.

Ideally you will also demonstrate:

  • A Relevant Bachelor’s degree in Science, Engineering, Environmental Resource Management, Agriculture or other or equivalent tertiary qualification.
  • A minimum of 3 years of experience in a similar role/relevant industry
  • An in depth knowledge of the Resource Management Act.
  • Sound knowledge of the rural sector and productive land use activities.
  • An excellent understanding of earthworks, construction and sediment control measures for environmental protection would be an advantage.
  • An understanding of the Building Act in relation to Dams.
  • An understanding of compliance processes within Local Government.
  • Proven knowledge and experience in conflict management and resolution.

The salary range for this role is between $72,180 to $80,200 and will depend on the qualifications and experience of the successful candidate.
