TANK Water Take Consents

Water permits within the TANK Plan Change Area are part of a large group of replacement consents affected by the TANK Plan Change (Plan Change 9). This landing page will provide information about the consent renewal process and links to more specific information regarding your water quantity area.

The Tūtaekuri, Ahuriri, Ngaruroro and Karamū (TANK) Plan Change decision was released in September 2022 and introduces new provisions to manage water allocation from this area.

The purpose of the TANK Plan Change is to ensure integrated management of land and water resources in the Tūtaekurī, Ahuriri, Ngaruroro and Karamū (TANK) catchments. The TANK Plan Change was developed using a collaborative, community-based approach that has resulted in a significant community led decision making process, introducing a more stringent approach to land and water use that would enable objectives for freshwater to be met.

The TANK Plan Change introduces new objectives, policies and rules to apply to the use of land and waterways in the TANK catchments.

Applications to replace existing water take consents within the Tūtaekuri, Ahuriri, Ngaruroro and Karamū catchments, must now be assessed under the new TANK Plan Change. 

New objectives for water quality will impact the approaches used to manage, diffuse and direct discharges of contamination, while new objectives for water quantity introduce updated allocation limits and minimum flow regimes for the surface and groundwater in the TANK catchments. 

In practice, these approaches seeks to reduce the water that has previously been allocated to consent holders, but which has not been used within any water year during the reference period of May 2010 to May 2020. This will mean that many consent holders will not be re-allocated the same volume of water they have been in previous consents.
