Resource Consent Application for Flood Mitigation Works – Pākōwhai

Hawke’s Bay Regional Council (HBRC) and Hastings District Council (HDC) have received applications for resource consents from Hawke’s Bay Regional Council’s Project Team, for the construction of the flood protection mitigation works at Pākōwhai in accordance with the Severe Weather Emergency Recovery (Hawke's Bay Flood Protection Works) Order 2024 (Order In Council (OIC)).

Details of resource consent proposed activities

  • To undertake flood protection works under the Severe Weather Emergency Recovery (Hawke’s Bay Flood Protection Works) Order 2024, with associated diversion of flood waters
  • To construct a new stopbank/ flood wall of approximately 8,930 m in length and generally between 1 – 4 m in height (eastern side of Tūtaekurī-Waimate Stream and Waiohiki Drain)
  • To construct floodwalls, retaining walls, flood control spillway, various road crossings, access ramps and stormwater drainage culverts and swales
  • To construct stormwater culverts and outlets through the stopbank
  • Vegetation clearance and soil disturbance
  • Discharge of dust associated with construction works
  • Discharge of drainage water (if required as part of construction)
  • The take and use of surface water or groundwater (relating to the ‘take’ of drainage water if required as part of construction and the taking and use of water from the Tūtaekurī-Waimate Stream for construction and dust suppression purposes)
  • Discharge of sediment laden water to land or water
  • Discharge of solid contaminants within 20 m of a surface waterbody
  • The diversion of a section of the Tūtaekurī-Waimate Stream
  • Works within the Waiohiki Drain, including culvert removal
  • Planting and other activities
  • Riverbed and lake disturbances in Waiohiki Drain
  • Diversion and discharge of stormwater into water, or into land where it may enter water
  • Cut and fill measures
  • Disturbance of soil under the National Environmental Standards for Assessing and Managing Contaminants in Soil to Protect Human Health (NESCS)
  • Earthworks not meeting General Performance Standards and Terms of the Hastings District Plan
  • Removal offsite of more than 25m3 of material
  • An activity within Wāhi Taonga W13 identified in Part 1 of Appendix 50 of the Hastings District Plan

The area covered by the OIC is a Controlled activity and the area outside the OIC is a Discretionary activity (See Figure 3 of Resource Consent Application for flood mitigation works Pākōwhai). Consent documents can be found below.

Activity location

The area of works is alongside the Tutaekuri-Waimate Stream between Links Road and the Ngaruroro River south of Hogson Road, as shown in Figure 1.
