Resource Consent Application for Ohiti Flood Mitigation Works

Hawke's Bay Regional Council and Hastings District Council have received applications for resource consents from Hawke's Bay Regional Council's Project Team, for the construction of the flood protection mitigation works at Ohiti in accordance with the Severe Weather Emergency Recovery (Hawke's Bay Flood Protection Works) Order 2024 (Order in Council (OiC)).

Details of resource consent proposed activities

  • To undertake flood protection works under the Severe Weather Emergency Recovery (Hawke’s Bay Flood Protection Works) Order 2024
  • To construct a new Ohiti Stopbank of approximately 1,720m in length and generally 2-3m in height
  • To construct a new diversion swale (Ohiti Road Swale) of approximately 320 m in length and 2 m in depth
  • To construct a mitigation measure in the form of a stopbank (Chesterhope Upper Stopbank) of approximately 390 m east and north of Ohiwia stream
  • Road raising Taihape and Ohiti Roads
  • Cut and fill measures
  • To undertake diversion of floodwater in the Ohiwia Stream and Ngaruroro River arising from the proposed stopbank
  • Installation of a culvert across the the Ohiwia Stream
  • Vegetation clearance and soil disturbance
  • Discharge of dust associated with construction works
  • Discharge of sediment laden water to land or water
  • Discharge of solid contaminants within 20 m of a surface waterbody
  • Diversion and discharge of stormwater into water, or into land where it may enter water
  • The take and use of surface or groundwater (relating to the ‘take’ of drainage water if required as part of construction)
  • Swale outlet in the bed of the Ohiwia Stream
  • Disturbance of soil under the NESCS (in the area outside the OiC)
  • Earthworks exceeding Hastings District Plan volume thresholds (in the area outside the OiC)

The activity is a Controlled Activity in the area covered by the OIC and a discretionary activity for the area outside the OIC (see figure 3 of Resource consent Application for flood mitigation works Ohiti/Omahu).

Property location

The area of works is located between the Ngaruroro River and Taihape Road including a portion of Ohiti Road as shown in Figure 1.
