Call the Pollution Hotline 0800 108 838 and tell the Pollution Response Team about any damage to the environment - pollution in water, rubbish dumped in rivers. They are on call 24 hours a day, every day of the year.

What we do

Below we list possible pollution concerns, what to do about it, and what you will be asked when you call us with your confidential report. 

To get some concerns resolved - such as noise - you will need to contact your own local city or district council.

Regional Pollution concerns


  • Bothered by offensive odour, billowing black smoke, spray drift or dust clouds?

Land & Water

  • Concerned about offensive odour, rubbish dumped where it shouldn't be,  chemical or oil spills on land or in the water, dead fish in your local stream?


  • Seen an oil slick, chemical or sewage spill, rubbish dumped in the sea?   

What to do

To help the Pollution Response Team stop pollution and assess future risks:

  • Ring them as soon as you can on +64 0800 108 838.
  • Please give your name and phone number so you can be contacted if further information is needed (e.g. they can’t find the pollution) and to let you know what happened. Your name remains confidential.
  • Describe what you think the pollution is.
  • Describe where the pollution is.
  • Describe when you saw/smelt it and whether it has happened before.
  • Who do you think may be causing the pollution? Have you already talked to them?
  • Have you talked to any other agencies e.g. fire service or councils about the pollution?

When to contact your own local council

Hawke's Bay Regional Council will respond to many environmental pollution concerns, but you will need to contact your local district or city council for things like:


  • Nuisance smoke in residential areas
  • Noise
  • Health concerns such as flies


  • Animal control
  • Rubbish collection
  • Health concerns such as flies
  • Rubbish dumped on roadsides
  • Blocked drains in town


  • Rubbish dumped in coastal areas above the high tide mark
  • Road safety on the beach
  • Rubbish collection options in coastal areas
