KiwiRail Application for Awatoto Bridge (217) Recovery Works (Stage 3)

Hawke’s Bay Regional Council has received an application for resource consents from KiwiRail, for the cyclone recovery works at Tutaekuri Rail Bridge (217) Awatoto in accordance with the Severe Weather Emergency Recovery (KiwiRail Holdings Limited) Order 2023 (OIC-KR).
The works are required in response to Cyclone Gabrielle (which meets the definition of a severe weather event). The site is within the area identified as an affected rail route in Schedule 1, Part 2, of the OIC-KR.

Details of resource consent proposed activities:

The proposed works for this stage (stage 3) will occur within and adjacent to the bed of a river within the Coastal Margin as defined by the Regional Coastal Environment Plan.

  • Discharge of dewatering water into the Waitangi Estuary.
  • Temporary dewatering (taking of groundwater) associated with the rock rip-rap installation that may exceed 20m3/d at a rate of greater than 10 L/s.
  • Installation of a structure (rock revetment) within the bed of a river and associated disturbance and excavation of ben materials.
  • Extraction of bed material (gravel extraction) exceeding the permitted activity volume.
  • Vegetation clearance within 5m of any permanently flowing river and wetlands and within 20m of the Coastal Marine Area.
  • Works within 100m of a wetland that will result in the complete drainage of natural inland wetlands.
  • Retrospective consent (pursuant to s330AA) for construction of temporary laydown area (crane pads)

The works are a Controlled Activity under Section 12 of the OIC-KR.
