Council adopted its governance structure for the 2025-28 triennium on 12 November 2025.
We work with our community to protect and manage the region’s precious taonga of rivers, lakes, soils, air, coast and biodiversity for health, wellbeing and connectivity. The role of the Council is to make policy, authorise and monitor the overall allocation of resources and set priorities. It determines and monitors the levels of service to be provided and monitors the decisions of its Committees.
The Regional Council is made up of eleven elected councillors who meet once a month to develop and approve major policies and plans for the organisation.

The Regional Transport Committee is required under the Land Transport Management Act 2003 (LTMA) and its purpose includes preparation of the Regional Land Transport Plan (RLTP) and the Regional Public Transport Plan (RPTP) as well as advocating on strategic regional and inter-regional transport matters.

The Regional Planning Committee oversees the review and development of the Regional Policy Statement and regional plans for the Hawke’s Bay region and is the co-governance group for the management of natural resources in Hawke’s Bay.

The Māori Committee includes both elected councillors and tangata whenua representatives appointed by ngā Taiwhenua and Ngāti Kahungunu Iwi Inc in Te Matau a Māui. The committee makes recommendations to Council on matters of relevance affecting tāngata whenua of the region and contributes to Council’s participation responsibilities to Māori, particularly with regard to the principles of the Treaty of Waitangi (Te Tiriti O Waitangi).
This committee’s purpose is to provide strategic governance oversight of Council’s investment strategy.

The public is welcome and encouraged to attend all Council and Committees meetings which are held in the Council Chamber at 159 Dalton Street, Napier unless otherwise noted.
The Chairperson will ask members of the public to leave if and when the meeting moves into a public excluded section of the meeting.
