With an annual programme of approximately $87 million, Hawke’s Bay Regional Council’s spending decisions can have a profound positive effect on the local economy and the wellbeing of its community and the environment.

The choices we make about the goods, services and works we purchase can have a significant impact on our local communities and the quality of life we have in Hawke's Bay. Through our procurement processes, we aim to achieve sustainable value-for-money results for ratepayers and residents in ways that support wider social, economic and environmental outcomes and support the long-term well-being of our region.

Our overarching procurement strategy is to deliver value with public funds by maximising efficiency, ensuring transparency and accountability, and delivering economic benefits for New Zealand.

What is an economic benefit to New Zealand?

The concept of economic benefit to New Zealand refers to the positive impact that an activity, policy, initiative or investment has on overall local economic well-being.

Economic benefits are where, through our procurement activity, we consider opportunities such as:

  • making better use of Hawke’s Bay resources, such as increasing workforce participation, providing training or apprenticeships or using spare industrial capacity.
  • using Hawke’s Bay businesses, including SMEs and regional businesses in delivering goods and services, either directly or as a subcontractor or in the supply chain.
  • developing Hawke’s Bay industry capabilities or capacity.
  • developing and adopting innovative products or practices that benefit Hawke’s Bay communities.
  • considering the sustainability and or environmental benefit of the proposed solution.
  • contributing to positive social and cultural outcomes in Hawke’s Bay communities.

Economic benefits fit within the assessment of public value. Public value means getting the best possible result from our procurement, using resources effectively, economically and responsibly.
