Resource Consent Application for Flood Mitigation Works - Waiohiki

Hawke’s Bay Regional Council and Hastings District Council have received applications for resource consents from Hawke’s Bay Regional Council’s Project Team, for the construction of the flood protection mitigation works at Waiohiki in accordance with the Severe Weather Emergency Recovery (Hawke's Bay Flood Protection Works) Order 2024.

Details of resource consent proposed activities

  • To undertake flood protection works under the Severe Weather Emergency Recovery (Hawke’s Bay Flood Protection Works) Order 2024
  • To construct a new stopbank of 1,035m in length and generally 3m in height
  • Cut and fill measures
  • To undertake diversion/realignment of the Upokohina Stream / diversion of the Tūtaekurī River arising from the proposed stopbank
  • Diversion of the Upokohina Stream (Reclamation under the NES:F)
  • Installation of two new culverts through the stopbank and stormwater management
  • To construct a new diversion swale
  • Vegetation clearance and soil disturbance
  • Discharge of dust
  • Discharge of sediment laden water to land or water
  • Discharge of solid contaminants within 20 m of a surface waterbody
  • Planting and other activities (e.g. works associated with installing the irrigation line under the Upokohina Stream)
  • Diversion and discharge of stormwater into water, or into land where it may enter water
  • Disturbance of the bed of a river
  • The activity is a Controlled Activity

Right side of the Tūtaekurī River in Waiohiki near the western side of the Redclyffe Bridge between Napier and Hastings (see Figure 1 below).
