Resource Consent Application for Flood Mitigation Works Awatoto pump station

Hawke’s Bay Regional Council (HBRC) and Napier City Council (NCC) have received applications for resource consents from Hawke’s Bay Regional Council’s Project Team, for the construction of the flood protection mitigation works at Awatoto Pump Station in accordance with the Severe Weather Emergency Recovery (Hawke's Bay Flood Protection Works) Order 2024 (Order In Council (OIC)).

Details of Resource Consent Proposed Activities  

  • To undertake flood protection works under the Severe Weather Emergency Recovery (Hawke’s Bay Flood Protection Works) Order 2024
  • To construct a new pump station with additional pumping capacity, fish friendly pumps and realigned inlet channel
  • Installation of new discharge pipes through stopbank
  • Construction of new outlet headwall with scour protection into the Tūtaekuri River
  • Demolition of existing pump station 
  • Capping existing discharge pipes and removal of outlet into the Tūtaekuri River
  • Vegetation clearance and soil disturbance within 100 m of natural inland wetlands
  • The take and use of surface water or groundwater in the coastal margin (relating to the ‘take’ of drainage water if required as part of construction and the taking and use of water from the Tūtaekurī River for construction and dust suppression purposes) 
  • Works in the bed of the Tūtaekurī River including associated disturbances of the riverbed
  • The diversion of water within the costal margin
  • Removal of sediment (gravel) and other earthworks within ‘Coastal Hazard Zone 1’
  • Discharge of sediment laden water to land, water or the coastal margin (if required as part of construction and/or post construction)
  • Discharge of drainage water (if required as part of construction and/or post construction) 
  • Discharge of dust associated with construction works 
  • Disturbance and removal of soil under the National Environmental Standards for Assessing and Managing Contaminants in Soil to Protect Human Health (NESCS)  
  • New network utility operation
  • Activities not complying with the natural hazards under the Partially Operative Napier District Plan
  • Natural Open Space Zone – stormwater and drainage activities 
  • Earthworks not meeting the Proposed Napier District Plan

The area of works is located where the Mission and Awatoto Drains intersect, adjacent to Waitangi Road Reserve in Awatoto, Napier, as shown in Figure 1., below.
