At Hawke’s Bay Regional Council our purpose is to work with our community to protect and manage the region’s precious taonga of rivers, lakes, soils, air, coast and biodiversity for health, wellbeing and connectivity. About the Opportunity:

We are looking for a Gravel Assurance Officer to join our Asset Management Group as part of our Schemes team. This team is responsible for the 25 flood control and draining schemes across the Hawke’s Bay Region and based out of our Guppy Road, Taradale office. This busy and challenging role will see you working closely with others in the team and across the operational aspects of our scheme management. The role has a predominant focus on managing gravel operations associated with consents that have been issued for gravel extraction on our schemes, including monitoring gravel allocations, silt extraction and related activities across the region’s rivers. You will be responsible for ensuring allocation and consenting documentation is completed in set timeframes and need to proactively manage relationships with relevant stakeholders, contractors, and iwi groups

Occasionally you may need to carry through with the investigation of a breach and prepare documentation to support the necessary enforcement action to be taken, with the support of the HBRC Compliance team. Alongside this, there may be a requirement for you to be part in our after-hours on call response roster.

About you:

The ideal person will have a strong commitment to their team alongside fantastic written and verbal communication skills. You will endeavour to ensure positive interactions, cooperation and collaboration is achieved as part of your everyday work with both internal and external stakeholders. You will have an understanding of the environmental issues affecting the Hawke’s Bay region and a proven ability to effectively deal with conflict. There is a component of database management that is essential to our reporting requirements, so you need to be confident using MS Office and to produce financial reports as required.

Ideally you will also demonstrate:

  • Relevant tertiary qualification in a relevant field: Engineering, Environmental Science, Parks and Recreation, Resource Management, Property Management. Certificate in Policing Studies.
  • Minimum of 3 years of experience in a similar role/relevant industry.
  • Understanding of the Resource Management Act.
  • Understanding of compliance monitoring and enforcement processes within Local Government.
  • Experience with contractor management would be advantageous
  • Understanding of the issues facing Hawke’s Bay rivers and drainage networks.
  • Practical knowledge of river geomorphology and flood management.
  • Proven knowledge and experience in conflict management and resolution.

The salary range for this role will depend on the qualifications and experience of the successful candidate.
