We are looking for someone who is passionate about the role transport can play in improving the lives of Hawke’s Bay residents while looking to address climate change. Reporting to the Group Manager – Policy & Regulation, this role requires a passion for people and leadership. You will actively support Council to successfully meet commitments to our community in a positive and collaborative way. You will lead the development and oversee implementation of transport-related strategies, policies and plans, manage Council’s legal responsibilities and obligations in regard to public transport, all while overseeing Council’s service delivery performance.

At HBRC, the Transport Manager is actively involved in ensuring that our talented, highly motivated team of transport enthusiasts meet their key objectives and deliverables, engaging in meaningful work while still having a bit of fun! As a motivational leader you will offer support, coaching and development opportunities to ensure the teams reputation of delivering great customer service efficiently and effectively continues.

In this role, your key responsibilities, would include (but not be limited to):

  • You will provide leadership, support, and advice while developing and enhancing collaborative relationships
  • Oversight of the contracting and management of public transport operations
  • Preparation of the Regional Public Transport Plan, which sets out how HBRC will provide public transport services – a statutory requirement for funding
  • Undertake the regional transport planning role (including coordinating advice to the Regional Transport Committee), liaise with NZTA Highways and the territorial authorities to prepare the Regional Land Transport Plan 
  • Liaise with central government over public transport funding policy
  • Prepare and manage the budget and negotiate all transport funding applications/claims to NZ Transport Agency
  • Oversee the RoadSafe Hawke’s Bay function, delivering road safety education in the community
  • Ensure that our Bus and Total Mobility contractors provide a high-quality service which meets the transport needs of our residents and encourages greater use of public transport
  • Innovation and initiative are shown in the development of future strategies and planning for the provision of public transport.

You will thrive in a hands-on role, managing people and policy and building connections. Operational knowledge of transport practices will be beneficial in this role. Ideally you will also have:

  • Demonstrated experience leading a high performing team to deliver results
  • Previous experience in contracting and managing public transport services
  • Transport planning or policy experience
  • Excellent time management, organisation, prioritisation and proactive communication skills
  • Resilience, adaptability, and flexibility to keep up with the ever-changing nature of HBRC.

The salary range for this role will depend on the qualifications and experience of the successful candidate.
