The Hawke’s Bay Regional Recovery Agency (RRA) has been established to lead and coordinate recovery efforts across the Hawke’s Bay Region, and to provide coordination between the region, Government and government agencies. Restoring infrastructure, ensuring infrastructure rebuild efforts contribute to future community resilience, and capturing opportunities to achieve improvements for Hawke’s Bay via recovery investment in infrastructure are vital areas of focus for the region and the Agency.

The RRA works closely with Councils, infrastructure owners/operators, government agencies, mana whenua and other partners and stakeholders to bring about positive infrastructure recovery outcomes. 

About The opportunity | Ko te āheinga:

This crucial role will lead infrastructure recovery planning for the Regional Recovery Agency (RRA), ensuring that our work is aligned and coordinated across the region. You will ensure the successful integration of regional infrastructure recovery needs within regional recovery and action plan(s) following Cyclone Gabrielle. This senior management role will work closely with our key stakeholders, including infrastructure organisations and sector groups, RRA staff, local government, Iwi/PSGE’s, Crown, industry and the community sectors.

This is a full-time role until the 30 June 2025. 

Key aspects of the RRA’s infrastructure work include:

  • Coordination of infrastructure recovery planning to enable linkages, dependencies and opportunities to be identified, explored and realised
  • Identification of, and planning for, regional level infrastructure priorities
  • Involvement in regional programme planning and workforce planning
  • Assisting with decision making and coordination on programme phasing and scheduling
  • Advice and advocacy to government and its agencies on investment priorities
  • Assisting to ensure recovery investment is of benefit to the region through approaches such as workforce development and progressive procurement.

To undertake this, we need an experienced, senior infrastructure leader - someone who is empathetic, pragmatic and has the ability to positively lead people through change.

“Joining up” across agencies and different infrastructure sectors is a fundamental part of the Agency’s work, so proactive communication and excellent interpersonal skills will be essential. Proven programme management skills and acumen in developing and maintaining highly functional working relationships will support your success in this role. 

The ability to work constructively with iwi/Māori and mana whenua organisations together with an understanding of Te Ao Māori appropriate to the position is also essential to the role.
