About The opportunity | Ko te āheinga:

Cyclone Gabrielle has had a significant impact on the infrastructure, environment and communities in our region. This is why HBRC has created an Infrastructure Programme Management Office (IPMO) – a dedicated team who are actively engaged in recovery work. This work is diverse and challenging and principally focused on delivering 11 projects with a combined budget of just over $250m, with the construction projects providing critical future flood mitigation to various Communities from Wairoa in the North, to Pōranagahau in the South. These projects will make a real difference for Hawke’s Bay, being a part of these exciting initiatives will bring you immense job satisfaction and a feeling of true achievement.

 

We are seeking an experienced Programme Finance and Controls Manager to join our team and play a pivotal role in ensuring financial integrity and key controls are in place for the programme and projects. This is a Fixed Term (up to June 2027) opportunity based in Hawke’s Bay, where you will be an integral member of the wider Infrastructure Programme Management Office (IPMO) with an additional Programme Leadership responsibility.

In this role you will oversee financial planning, process implementation, performance oversight and reporting —ensuring that programme and project costs, risks and resources are managed to meet the programme objectives.

You will also oversee procurement ensuring that all purchasing activities are within budget and reflect best practice. Your leadership will also encompass overseeing various subject matter experts and the team supporting the role.

 

About you | E pā ana ki a koe:

You will be an accomplished and forward-thinking professional with relevant experience managing larger-scale programmes and navigating complex delivery landscapes, or have a relevant background to achieve the objectives of the role. Your background blends financial management expertise, an adherence to robust programme controls and with a collaborative, and analytical mindset. With more than a decade in similar roles, you will have sound judgement, effective communication, and a proven ability to lead with integrity and empathy—particularly in diverse and dynamic environments.

 

You will also ideally have:

  • A relevant bachelor’s degree or equivalent tertiary qualification/ post graduate studies / professional body certification / registration
  • At least 10+ years relevant industry experience in a similar role/industry
  • A high level of numeracy competency including budgeting and project cost to complete build up
  • A full valid driver’s licence is required
  • Resilience, adaptability, and flexibility
