Council confirms committee structure for new triennium

Hawke’s Bay Regional Council has confirmed its governance committee structure for the 2025–2028 triennium.

Council Chair Sophie Siers says the refreshed structure builds on past practice while establishing a more streamlined decision-making process.

“This structure reflects the breadth of Council’s work – from protecting our environment and managing flood protection assets to ensuring robust financial and risk systems.”

 The Council agreed to establish the Māori Committee and will confirm the new terms  of reference early 2026 following an engagement process with tangata whenua.

Committees of the whole council

Environment Committee – focuses on the state of Hawke’s Bay’s environment and the effectiveness of Council services such as flood protection and soil conservation.

Chair: Cr Di Roadley | Deputy Chair: Cr Tony Kuklinski

 Finance, Audit, Risk & Emergency Committee - oversees financial and service performance, risk and emergency management.

Chair: Independent (to be confirmed) | Deputy Chair: Cr Conrad Waitoa

Chief Executive Employment and Performance Review Committee
Chair: Cr Sophie Siers | Members: Crs Jerf van Beek and Thompson Hokianga

 Council Appointments Committee

Chair: Independent (to be confirmed 26 November) | Members: HBRIC Chair Debbie Birch, Crs Jock Mackintosh and Hinewai Ormsby

 Investment Strategy Committee

Chair: Cr Jock Mackintosh | Members: Crs Sophie Siers, Jerf van Beek and Thompson Hokianga

Statutory committees

Regional Planning Committee  - ensures tangata whenua involvement in regional planning.
Co-Chairs: Tania Hopmans and Cr Hinewai Ormsby | Deputy Co-Chairs:Tania Eden and Cr Sophie Siers

Members: Nine Post Settlement Governance Entities representatives and all councillors except Cr Jock Mackintosh and Neil Kirton

 Regional Transport Committee – develops regional transport and public transport plans.
