Hawke's Bay Regional Council (HBRC) is the regional authority for the Hawke's Bay region in New Zealand with key roles in environmental management and education, flood control, drainage, pollution, waste, land, water and coastal management. Supporting approximately 160,000 residents, Council's vision is to enable a healthy environment, a vibrant community and a prosperous economy.  

About the Opportunity:

This 12-month fixed term role is an exciting opportunity and will play a critical role in supporting the Hawke’s Bay Region in its recovery journey; coordinating, supporting and leading recovery activities across the Region in relation to the impacts of COVID-19 and Drought. Working in accordance with the outcomes and objectives set by the Matariki Governance Group, the role will operate at a senior executive level and need to develop and leverage relationships with stakeholders including iwi, central government agencies, local government, non-governmental agencies and community sector groups.   

This senior position will be responsible to the Chief Executive of the Hawkes Bay Regional Council, and working with the Chief Executives of the five local government authorities.

The key objectives of the role are:

  • The development of a COVID-19 and Drought recovery action plan
  • Tangata whenua are integrated with the regional recovery to COVID-19 and Drought
  • Ensure an operational and effective structure is in place to manage the recovery and undertaken alongside any ongoing COVID-19 and Drought Response.
  • The operational resources and structures required for the recovery are identified and obtained
  • Effective consultation is undertaken with stakeholders throughout the recovery and that the community is engaged in all aspects of the recovery
  • Stakeholders are kept fully informed on matters impacting them during the recovery

About you:

As COVID-19 is a national event, the role holder will need to engage and maintain effective relationships with central government agencies, with a particular emphasis on the National Emergency Management Agency and key government departments linked to any national direction on social and economic recovery in particular. 

The Regional Recovery Manager will ideally possess and demonstrate the following competencies:

  • Senior leadership experience with proven experience of delivering on outcomes
  • An understanding of the interactions and leavers between social, cultural, environmental and economic environments in delivering comprehensive recovery outcomes
  • Experience in working and navigating highly political environments
  • Experience in working in partnership with tangata whenua in a complex and uncertain environment

The salary range for this role is $133,740 to $151,572 depending on qualifications and experience.
