Hawke's Bay Regional Council (HBRC) is the regional authority for the Hawke's Bay region in New Zealand with key roles in environmental management and education; flood control, drainage, pollution, waste, land, water and coastal management. About the Opportunity:

If you enjoy a hands-on role then this exciting opportunity will interest you. The Transport Manager is actively involved in ensuring that this highly motivated team meet their key objectives. As a motivational leader you will offer support, coaching and development opportunities to ensure the teams reputation of delivering great customer service and an efficient and effective service continues.

Key responsibilities of this role include but are not limited to:

  • Prepare the Regional Public Transport Plan, which sets out how HBRC will provide public transport services – a statutory requirement for funding
  • Contract and manage public transport operators
  • Liaise with central government over public transport funding policy
  • Prepare and manage the budget and negotiate all transport funding applications/claims to NZ Transport Agency
  • Undertake the regional transport planning role (including coordinating advice to the RTC), liaise with NZTA Highways and the territorial authorities to prepare the Regional Land Transport Plan 
  • Oversee the RoadSafe HB function, delivering road safety education in the community
  • Ensure HBRC’s responsibilities under the Land Transport Management Act and Local Government Act are managed effectively and efficiently.
  • The Regional Land Transport Plan and Regional Public Transport Plan are produced in accordance with legislative requirements and contribute to the region’s strategic transport goals.
  • Bus and Total Mobility contractors provide a high quality service which meets the transport needs of HB residents and encourages greater use of public transport
  • Innovation and initiative are shown in the development of future strategies and planning for the provision of public transport and transport.

About you:

  • Demonstrated experience leading a team to deliver results.
  • Previous experience in contracting and managing public transport services
  • Transport planning or policy experience
  • Budgeting and financial management skills
  • Project planning and implementation skills
  • Excellent time management, organisation, prioritisation and proactive communication skills
  • Excellent standard of written and verbal communication.
  • Technology savvy with the ability to trouble shoot problems
  • Creative problem solver
