Hawke's Bay Regional Council (HBRC) is the regional authority for the Hawke's Bay region in New Zealand with key roles in environmental management and education; flood control, drainage, pollution, waste, land, water and coastal management. Supporting approximately 160,000 residents, Council's vision is to enable a healthy environment, a vibrant community and a prosperous economy. 

The Regulation Group is responsible for the effective and efficient provision of a safe and sustainable environment and encompasses Council’s responsibilities for the sustainable management and use of natural and physical resources under the Resource Management Act.

About the opportunity:

We are looking for a Senior Regulatory Advisor to support the Regulation Groups consents and compliance monitoring teams. Reporting to the Principal Advisor Policy Implementation, this newly created role will undertake assessments of complex resource consent applications, determine how nutrient management consents are assessed and provide advice to the consents and compliance monitoring teams on pastoral farming and forestry practices. You will need to have a practical understanding of the Resource Management Act, Council’s Plan Change 6 and have the ability to work across Council on implementation of relevant policies and plans. The salary range for suitable candidates that meet the requirements for this role is $81,540 - $92,412 depending on qualifications and experience.

About you:

You will show passion for what you do and demonstrate a collaborative approach, have excellent communication and relationship building skills. You will have completed an Advanced Sustainable Nutrient Management Qualification and have a good understanding of local government functions and responsibilities.

Specifically you will have:

  • Tertiary degree in science/agri science/environmental science or similar.
  • Proven experience working with farmers in relation to nutrient management and good management practices.
  • Ideally, proven experience in the operation and application of OVERSEER.
  • High level of Microsoft office and computer skills.
  • A clean full driver’s licence. 
  • Have the legal right to work in New Zealand.
