Ways to pay your rates

Pay your Hawke's Bay Regional Council rates easily by Direct Debit. Other payment options are available. Overpaid your rates? Request a refund.

Direct debit is the easiest way to set up your payments as you don’t need to adjust your payment amounts each year. You can set up monthly, fortnightly or weekly payments to spread payments across the year without incurring a penalty.

How to pay your Regional Council Rates by direct debit

  • You can sign up for direct debit using the button above, or download the printable direct debit form and return it to us.
  • Direct debits set up with the Regional Council will use amounts calculated to clear rates by 20 September. If you begin payments part-way through the rating year, your deductions will be higher at first in order to clear rates by the due date. From 20 October payments will be recalculated across a full 12-month period, and we will notify you of the new amount.
  • If you have a Sustainable Homes Voluntary Targeted Rate, this will be included in your direct debit repayments.
  • Setting up a direct debit with the Regional Council gives you non‑penalty status, provided all payments are made on time. Private payment arrangements must still clear the full balance by 20 September each year to avoid penalties.
  • A separate form is required for each property.

When direct debit payments are scheduled:

  • Monthly deductions occur on the 20th of each month, even if this falls on a weekend or public holiday.
  • Weekly and fortnightly deductions occur on Thursdays.
  • A single annual direct debit option is also available, with payment taken on 20 September each year.

Other ways to pay your rates

You can arrange to pay rates or leasehold instalments at your preferred frequency by setting up an automatic payment through your bank. You need to be sure your rates payments are updated each year and completed by 20 September. See table below for bank account and details of payment required.

Credit card payments are currently limited to Visa or MasterCard. These payments can be made through our website or at the Regional Council office at 159 Dalton Street , Napier. You will find step by step instructions as you go through the payment process. You can also pay by credit card using internet banking.

Pay by Credit Card online

Important information about credit card payments:

  • A service fee of 2.0% per transaction or a minimum fee of $1 is applied to credit card transactions paid via our website by our bank BNZ (the Regional Council does not receive any part of this fee).
  • Transactions made after 10.30pm NZ time will be processed on the following business day.
  • Before making payments online please ensure you see our Make a payment page, and our Refund Policy.
  • Credit card payments at our Dalton Street counter do not attract a service fee.

You can pay using internet banking with either a single payment by the 20 September due date, or you can set up a payment plan to suit your budget, ensuring that you have cleared the full balance by the due date.

Hawke’s Bay Regional Council’s customer service desk at 159 Dalton Street is open for payments by cash, credit card or EFTPOS. If you are paying rates near the last day of payment (20 September) please expect queues and delays.

Rates payments can also be made at Wairoa, Hastings, Central Hawke's Bay District Council offices, and Waipukurau library. Please ensure you take your rates assessment with you.

Rates penalties

Please pay your rates by 20 September each year to avoid a 10% penalty charge. A further penalty of 10% will be added from 1 July the following year to all outstanding rates, including the penalty amount.

If at any stage your rate account is in credit, you are entitled to a refund.

For audit purposes, we require proof of your bank account details which must include the bank logo, the account holders name(s) and the bank account number.

Please include your valuation number and property address in the application. You can find your valuation number by entering the property address on our page: Find your rates

The Regional Council will process your payment refund as soon as practicable after receiving your application. No cash refunds will be given. If we do not have your bank details, you will be asked to provide proof of your account.
