Application for Resource Consent – Clive River Dredging

Hawke’s Bay Regional Council has received the following applications for resource consents under the Resource Management Act 1991. The applications are publicly notified in accordance with section 95A of the Resource Management Act 1991.

Applicant:                          Hawke's Bay Regional Council (Regional Assets Section)

Details of proposal:        The applications relate to the dredging on the bed of the lower Clive River (including part of the river defined as Coastal Marine Area).

The dredged area will be approximately 1,500m long by 60m wide, starting from a point approximately 200m upstream of the Clive SH2 Bridge and extending to approximately 1,200m downstream of the bridge. The dredged material will be pumped from a cutter-suction dredge via a floating pipeline to a discharge point on or near the southern side of the river mouth. The dredging material will be discharged onto the beach at this point, above high tide level, and will flow from there into the sea.

Discharge to Land

To discharge dredging material from the Lower Clive River to land that may enter water, including within the Coastal Margin.


Land use – Coastal Hazard Zone 1

To deposit dredged sediment in the Coastal Hazard 1 (CHZ1) Zone.


Land Use – Excavate

To disturb the foreshore and seabed by dredging in the Coastal Margin


Coastal permit -  Disturb (CMA)

To disturb the foreshore and seabed within the Coastal Marine Area by dredging the bed of the Clive River. 


Coastal permit - deposit (CMA)

To deposit more than 50,000m3 of dredged material on the foreshore and seabed within the CMA.


Coastal permit - Water Take

To take surface water from the CMA within SCA11 (Significant Conservation Area 11 – ‘Waitangi Estuary’) during the dredging process.


Coastal permit – structure (CMA)

To place a structure (the cutter-suction dredge discharge pipeline) in the CMA and the associated occupation of space.
