This newly created strategic leadership role is designed with a view to further optimising the people and capability structure for Hawke's Bay Regional Council's future. This Council is determined to head into 2020 with a clear and determined people and capability strategy that reflects their executive leadership team's desire to develop best practice across all things people and capability.

Hawke's Bay Regional Council (HBRC) is the regional authority for the Hawke's Bay region in New Zealand. Your role will have a major impact on teams spanning environmental management and education; flood control, drainage, pollution, waste, land, water and coastal management. Supporting approximately 160,000 residents, Council's vision is to enable a healthy environment, a vibrant community and a prosperous economy. People and capability sit at the heart of that.

This role reflects the direction and desire from the Executive Team to foster an inclusive, safe and high performing culture while delivering a new strategic direction. Reporting to the Group Manager Office of the Chief Executive and Chair, there will be a strong strategic partnership with the Chief Executive and the Executive Team reflecting the significance of the role. You will have four reporting team members working across the breadth of people and capability and health & safety portfolios. The council wants to see its people thrive. You will be in the driver's seat and take the lead on developing capability; spearheading leadership and development programs while driving people, and culture.

We are looking for an experienced people and capability leader and partner who is keen to make an impact across all aspects of the business. An empathetic and engaged approach will be crucial as you help steer this organisation through a positive period of strategic people and capability development and change. An affinity and commitment to Māori partnerships, Te Ao Māori and the Treaty of Waitangi is central to an integrated and collaborative culture. Relatability to the planning and approval processes that are required in council or like entities will be helpful, but not essential. Either way, if you have the planning, policy and people engagement expertise and experience, and you are ready to take the lead for this forward focused people and capability centric culture then we would love to hear from you.
