This bylaw covers boating safety, life jacket rules, navigation infrastructure, and maps of activity zones (such as boat ramps and swimming zones).

Hawke's Bay's waterways are used by thousands of people every day for a wide range of activities. To help ensure these activities can co-exist safely, rules are set under the Navigation Safety Bylaw to help manage them.
Hawke’s Bay Regional Council has reviewed the Navigation Safety Bylaw 2018 that applies to coastal and some river areas. The Navigation Safety Bylaw 2018 has had final approval from the Regional Council.The Harbourmaster will be adding infringement fees to the bylaw once these are finally approved by the Government.
