Solar hot water and solar power (known as solar electricity systems, photovoltaics or PV) are a great way to save on energy bills and ensure your home can function in an emergency.
All PV systems that are installed are monitored by the installer for faults.
Most installs are new build, rather than retrofit, and would not qualify for the Regional Council financial assistance. However, homeowners with existing homes can apply.
Battery technology has yet to hit volumes that reduce the price and currently the average starter system is $6,000 -$11,000. Because this is a (relatively) young market constrained by power company purchase rates and payback period, be aware that the more you spend on solar, the longer it takes to pay for itself.
Solar hot water and photo voltaic power have different systems - one piped, one cabled; cable is easier to retro fit.
Eligible ratepayers can borrow up to $20,000 at 6% from Hawke’s Bay Regional Council which can be repaid over 10 years by way of a voluntary targeted rate (VTR). Only one funding package is available per dwelling (rateable unit).
The rate is not a loan, and to access the funding, homeowners / ratepayers need a good history of paying regional council rates. Any existing VTR balance can be combined with a new one into a single VTR (one per property) sustainable homes combination, up to $20,000.
The Regional Council approval may be withheld if there is evidence that adding the repayments will cause hardship, in line with the guidance of the Consumer, Credit and Finance Act Amendment for responsible lending.

Note: Installation is governed by a professional body SEANZ and all suppliers have to go through a process to become a member.

The Ratepayer must complete an application form and the Direct Debit Payment Authority form provided by Council which will facilitate the payment of the Sustainable Homes Rate assessed on the Property.
This completed form shall be received by Council before it authorises the provision of the Council Funded Sustainable Homes Service.
In the event of three consecutive instalment payments being missed, the full balance of the loan is repayable immediately with any future/ alternative arrangement being entirely at the discretion of Hawke's Bay Regional Council.
If the property is sold while the VTR is in place, the balance must be settled at the point of sale.
